Lotterywest is seeking to appoint one or more innovative agencies to provide marketing communications services that can deliver:

* Strategic solutions that will enable our lottery products to stand out from competing entertainment and discretionary spending products.
* Advertising that inspires consumers across a range of available media and channels.
* Access to leading strategic, creative, design, experiential and digital talent.
* A full range of marketing skills in key channels including digital and the flexibility to apply these skills as required to changing circumstances.
* Unique insights into current (and future) consumer and trends in corporate and product branding and retail marketing.

A tier structure has been designed to facilitate the effective and efficient flow of work and provide flexibility in the use of  generalist (breadth of service) and specialist (depth of service) providers, depending on needs.

There are three tiers. Tier 3 is comprised of four modules. Respondents may address one or all of the Tiers and/or Tier 3 modules.
