Tender Description

For the last 25 years Fairfield City Council's Fairstart Early Intervention program have been delivering a number of early intervention and inclusion programs for children aged 0-6 years with diagnosed delays and disabilities. Fairstart Early Intervention's mission is "For each child to reach his or her potential as a special and unique person and a contributing member of his or her family and community."

The introduction of the NDIS will bring significant national reform and positive change to the disability sector, enabling people with a disability to make decisions about their supports, including who will provide their support. The biggest change which will impact Council's Fairstart program will be the withdrawal of 'block funding' by state government, with funding for disability support being allocated to individuals, not service providers.

To carry out the service delivery in the most efficient and effective way, Fairstart Early Intervention needs to understand the true financial impact the NDIS will have on the Council and its clients.

Fairfield City Council is currently working towards developing a business case for the future provision of Council's Fairstart Early Intervention Program and its communities.

Council is seeking the service of a suitably qualified consultant to undertake the service review based on the following two scenarios:

1. Should Council continue to provide these services or can these services be provided by the private market? Will private market meet existing and projected community demand and will it be affordable and accessible to the community?

2. If Council continues to provide these services, at what level should it be provided (full business case), Council would look to a business model (break even or better) while still making sure the services are affordable and accessible to the community.
