The principal objective of the Master Plan Study is to develop urban design guidelines which comprehensively address the elements of structure, form and character for the Meadowbank Station Precinct. However, these guidelines are to be underpinned by economic, social, parking, traffic and public transport considerations. As the final output of the study, the guidelines are to be translated into LEP provisions, a Development Control Plan and a Public Domain Plan.

The Development Control Plan and Public Domain Plan will amend the existing Shepherd's Bay Development Control Plan and Public Domain Plan for this precinct.

The scope of works includes preparation of:

* Detailed analysis of study area and the immediate surrounding area
* An urban form Master Plan of the precinct
* Local Environmental Plan (LEP) provisions (Maps: FSR, height of buildings in metres)
* Development Control Plan (DCP) controls for the precinct
* Public Domain Plan
