Community Wastewater Management Scheme - Notice in Advance - Expression of Interest

⁠⁠⁠We are pleased to advise that early in 2014, the City of Onkaparinga will be seeking expressions of interest from parties with an interest in the acquisition of the City of Onkaparinga’s Community Wastewater Management Scheme. The expression of interest will be part of a two phase process with a view towards initially shortlisting and ultimately identifying a preferred respondent through a second phase of assessment.

Servicing approximately 4,200 customers with a combined annual flow of nearly 1,000ML, the City of Onkaparinga’s Community Wastewater Management Scheme provides the wastewater disposal path for areas of our city not reached by SA Water’s sewer network. They are the towns of Willunga, McLaren Vale, McLaren Flat, Clarendon, Maslin Beach, Morphett Vale and parts of Sellicks Beach.  With existing and potential connections with irrigation schemes and growth opportunities across the majority of the CWMS, the potential of the scheme has not yet been fully realised.

Please find attached PDF copies of the network maps for seven (7) separate CWMS’s within the City of Onkaparinga (plans may not capture all recent alterations or additions to the network).

The City of Onkaparinga intends negotiating detailed costed proposals through the second phase of the process, noting that the expression of interest phase will be used to short-list respondents. In assessing expressions of interest, consideration will be given to the respondents (including but not limited to) that:

* Present a positive commercial proposition for the Council and its community
* Demonstrate an ability to become licensed water industry entity inline with the requirements of the Water Industry Act 2012 (SA)
* Have demonstrable capacity to finance any commercial offer or proposed capital investment
* Undertakings to maintain the asset as an ongoing concern.

In anticipation of the launch of the expression of interest process, the City of Onkaparinga invites comments from prospective tenderers presenting which aspects of the scheme are of interest (eg: geographic or service based) and/or what information may be required to develop a commercial proposition. The City of Onkaparinga does not warrant that requested information will be available.
