Cairns Regional Council invites responses from suitably qualified Respondents for project management and technical advisory services in relation to future options and development of resource recovery contracts, including kerbside collection systems, organics processing, recovery and residual waste solutions and/or disposal.

The overall objective is to prepare new contract(s) to ensure a smooth transition to optimal resource recovery arrangements. Future contracts are proposed to be a long-term strategic partnership with either a single contractor, joint venture or consortium who are dedicated to Council's waste collection, processing, recovery and disposal services.

Strategic resource recovery planning for future contracts is currently underway and initial stages will require a gap and risk analysis of the existing contracts by a technical specialist. Ongoing project management support of external resources will also be required throughout the transaction, engagement and implementation periods of the new contracts.

Enquiries: Tender enquiries, questions or clarifications should be directed via the online forum. Cairns Regional Council officers are unable to respond to verbal enquiries in relation to the tender. The forum will close five days prior to the closing time and date. Please ensure that all questions, information requests and clarifications are posted prior to this time.

We strongly recommend that you begin uploading your tender submission files at least two (2) hours BEFORE the tender closing time.

Closing Time and Date: Submissions must be fully received by this time. Late, verbal or emailed tenders may not be accepted and will be subject to Council's sole discretion.

Submissions will not be opened publicly. The lowest or any tender may not necessarily be accepted.

Council reserves the right to change the specifications prior to making a decision on the submissions received in response to this invitation.

Council may invite all Respondents to change their submission to take into account any change in the tender specifications.

Tenders are to remain valid for a period of 120 days from the Closing Time.
